Heat olive oil in a medium saucepan over medium heat. Add the minced garlic and sauté for about 30 seconds until fragrant but not browned. This builds the base flavor of the dish.
Stir in cumin, oregano, and bay leaf. Let the spices bloom for 15–20 seconds, then pour in the black beans with their liquid. If using cooked beans, add a splash of cooking liquid or broth to maintain moisture.
